(CNN) -- Entertainer Michael Jackson died after being taken to a hospital on Thursday having suffered cardiac arrest, according to the Los Angeles County Coroner's office.

A Los Angeles fire official told CNN that paramedics arrived at Michael Jackson's home after a 911 call.

Paramedics took Jackson, 50, from his west Los Angeles home Thursday afternoon to UCLA Medical Center, where a team of physicians attempted to resuscitate him for more than an hour, said brother Jermaine Jackson. He said the famed singer was pronounced dead at 2:26 p.m. PT.

An autopsy is scheduled Friday, he said. Results are expected Friday afternoon, according to Lt. Fred Corral of the Los Angeles coroner's office, who also said Jackson was unresponsive when he arrived at the hospital.

Fire Capt. Steve Ruda told CNN paramedics were sent to a west Los Angeles, California, residence after a 911 call came in at 12:21 p.m.

Law enforcement officials said the Los Angeles Police Department Robbery-Homicide Division opened an investigation into Jackson's death. They stressed there is no evidence of criminal wrongdoing but that they would conduct interviews with family members and friends.

CNN Analyst Roland S. Martin spoke on Thursday with Marlon Jackson, brother of Michael Jackson.

"I talked to Frank Dileo, Michael's manager. Frank told me that Michael last night was complaining about not feeling well. He called to tell him he wasn't feeling well.

"Michael's doctor went over to see him, and Frank said, 'Marlon, from last night to this morning, I don't know what happened.' When they got to him this morning, he wasn't breathing. They rushed him to the hospital and couldn't bring him around."

(MSNBC)--Michael Jackson, the sensationally gifted child star who rose to become the “King of Pop” and the biggest celebrity in the world only to fall from his throne in a freakish series of scandals, died Thursday. He was 50.

Jackson died at UCLA Medical Center in Los Angeles. Ed Winter, the assistant chief coroner for Los Angeles County, confirmed his office had been notified of the death and would handle the investigation.

The circumstances of Jackson’s death were not immediately clear. Jackson was not breathing when Los Angeles Fire Department paramedics responded to a call at his Los Angeles home about 12:30 p.m., Capt. Steve Ruda told the Los Angeles Times. The paramedics performed CPR and took him to the hospital, Ruda told the newspaper.

Jackson’s death brought a tragic end to a long, bizarre, sometimes farcical decline from his peak in the 1980s, when he was popular music’s premier all-around performer, a uniter of black and white music who shattered the race barrier on MTV, dominated the charts and dazzled even more on stage.

His 1982 album “Thriller” — which included the blockbuster hits “Beat It,” “Billie Jean” and “Thriller” — is the best-selling album of all time, with an estimated 50 million copies sold worldwide.

The public first knew him in the late 1960s, when as a boy he was the precocious, spinning lead singer of the Jackson 5, the music group he formed with his four older brothers. Among their No. 1 hits were “I Want You Back,” “ABC” and “I’ll Be There.”

He was perhaps the most exciting performer of his generation, known for his feverish, crotch-grabbing dance moves and his high-pitched voice punctuated with squeals and titters. “For Michael to be taken away from us so suddenly at such a young age, I just don’t have the words,” said Quincy Jones, who produced “Thriller.” “He was the consummate entertainer and his contributions and legacy will be felt upon the world forever. I’ve lost my little brother today, and part of my soul has gone with him.”

Jackson ranked alongside Elvis Presley and the Beatles as the biggest pop sensations of all time. He united two of music’s biggest names when he was briefly married to Presley’s daughter, Lisa Marie, and Jackson’s death immediately evoked that of Presley himself, who died at age 42 in 1977.

As years went by, Jackson became an increasingly freakish figure — a middle-aged man-child weirdly out of touch with grown-up life. His skin became lighter, his nose narrower, and he spoke in a breathy, girlish voice. He surrounded himself with children at his Neverland Ranch, often wore a germ mask while traveling and kept a pet chimpanzee named Bubbles as one of his closest companions.

“It seemed to me that his internal essence was at war with the norms of the world. It’s as if he was trying to defy gravity,” said Michael Levine, a Hollywood publicist who represented Jackson in the early 1990s. He called Jackson a “disciple of P.T. Barnum” and said the star appeared fragile at the time but was “much more cunning and shrewd about the industry than anyone knew.”

Jackson caused a furor in 2002 when he playfully dangled his infant son, Prince Michael II, over a hotel balcony in Berlin while a throng of fans watched from below.

In 2005, he was cleared of charges he molested a 13-year-old cancer survivor at Neverland in 2003. He had been accused of plying the boy with alcohol and groping him, and of engaging in strange and inappropriate behavior with other children.

The case followed years of rumors about Jackson and young boys. In a TV documentary, he had acknowledged sharing his bed with children, a practice he described as sweet and not at all sexual.

Comeback had been planned
Jackson was preparing for what was to be his greatest comeback: He was scheduled for an unprecedented 50 shows at a London arena, with the first set for July 13. Hundreds of people gathered outside the hospital as word of his death spread. The emergency entrance at the UCLA Medical Center, which is near Jackson’s rented home, was roped off with police tape.

In the last few weeks, the problems of Philippine nurses over the registration process in New Zealand have been brought to public attention. Philippine Ambassador Bienvenido Tejano reported that there are about 50 “distressed" overstaying Filipinos in New Zealand, many of them nurses who were denied registration by the Nursing Council.

There could be more if the Philippine nurses currently applying for registration will also be declined because of the Council’s view that Filipinos who took up nursing as a second course are not good enough to be registered in New Zealand. Thus, on behalf of Philippine Nurses Speak Out! and Migrante Aotearoa New Zealand, we appeal for your support for the Philippine Nurses’ Urgent Appeal for Fair Assessment. Attached herewith is our petition.

One letter writer to the Philippine Senate, New Zealand national, Bill Marshall, noted: "Based on my personal experience, having been a patient in Middlemore Hospital heart ward, I can say Thank God for nurses from the Philippines. It has occurred to me that our hospital system (in New Zealand) could risk collapse without the contingency of Filipino nurses that we have. Filipino nurses deserve our respect."

We are hoping that a letter campaign across and beyond New Zealand will impact on the Nursing Council of New Zealand to consider our appeal. Indian doctors on HSMP visas granted permission to work & train in the UK

After two long years of hectic lobbying and long courtroom hours the House of Lords finally allowed Indian doctors on HSMP visas to train and work in the UK under the same conditions given to applicants from Britain and the European Union.

This affects between 8,000 and 10,000 Indians currently in the UK on Highly Skilled Migrant Programme (HSMP) Working visas given before April 2006.

''We think this is a landmark victory for doctors from the Indian sub-continent especially from India," said Dr Ramesh Mehta, President of British Association of Physicians of Indian Origin (BAPIO). "We are absolutely delighted and we believe justice has been done."

Thousands of Indian doctors who were working in the UK on a HSMP visa were affected when in April 2006, the Department of Health issued guidelines to hospitals to not employ anyone from outside the European Union unless there was no candidate from within the EU.

Indian and other non-European Union doctors working in the UK soon found themselves in the lurch when the Department of Health, faced with a large pool of UK and EU-trained doctors, directed hospital trusts to give preference to EU doctors.

"The Committee concludes that the changes to the HSMP are clearly not compatible with the right to respect for home and family life under Article 8 ECHR (European Convention of Human Rights) and contrary to basic notions of fairness," said the committee.

The committee recommended that the changes made in April 2006 to the UK immigration rules should be amended so that the changes apply only prospectively, that is to future applicants wanting to work in the UK on the HSMP visa.

Another recommendation was that those already granted leave to remain under the HSMP visa when the relevant changes took effect, should be treated according to the rules which applied before those changes.

Immigration makes Australia stronger, says the latest research by the Monash Institute for the Study of Global Movements.

Minister for Immigration and Citizenship, Senator Chris Evans, said that it is critical for Australia's future to maintain a strong immigration program which has integrity.

"It will help us meet the skills and labour shortages we are facing in an increasingly competitive and globalised world, as Australia's population ages," he added.

"I find this research very encouraging – 69% of those surveyed agree that immigration makes Australia stronger. It is also encouraging that the percentage of people who feel that immigration levels are too high now is half the rate reported 10 years ago."

Laurie Ferguson, the Parliamentary Secretary for Multicultural Affairs and Settlement Services, saw the research as painting a positive picture of Australia as a cohesive society.

"While not a reason for complacency, I find it encouraging that Australia, one of the world's most diverse nations, retains very high levels of social cohesion," Ferguson said. "I note very positive findings in the report, such as 96% of those surveyed feeling a strong sense of belonging and 94% expressing pride in Australia."

There is the hope that this research report, called "Mapping social cohesion – the Scanlon Foundation surveys" would encourage Australian immigration, and make current migrants feel welcome.

"There is, of course, always work to be done," Ferguson added. "Many government, community and private sector programs contribute to social cohesion. The government is reviewing its multicultural policy and advisory arrangements to ensure we continue to make progress as a prosperous, cohesive and inclusive society."

He said that he looks forward to consultations and discussions on the details of the research in the near future.

The UK Has More Room for Skilled Migrants as British Citizens Move Out

Increasing numbers of British citizens are opting to make a new life in countries such as Australia, New Zealand, Spain & USA, creating gaps in the UK workforce & community for skilled migrants to move in.

According to statistics released by Whitehall, over 200,000 Britons emigrated from the UK in 2006. In response, over 160,000 foreign nationals were granted UK passports in 2007. This is an increase of seven percent on the previous year's immigration figures.

Though the UK has been under some economic pressure from the credit crunch, British industries are still calling out for more skilled workers to fill skill shortages.

The current British Government is a strong advocate of immigration with almost 1.2 million passports granted since they came to power. Analysts speculate that this trend will continue over the next year and more skilled workers will be offered .

While the UK is increasing the number of visas granted, they have also made migrants 'earn' the right to permanent residency. Britain Introduced a controversial 'Britishness' test in 2005, forcing immigrants to take a short multiple-choice quiz on British culture and general knowledge before citizenship was granted.

Faster processing speed for 457 Australian Work Visas for skilled migrants

Many skilled migrants wanting to work in Australia can now look forward to faster processing times for their 457 Australian Work Visas.

In order to curb the country's current skills shortage crisis, Australia's government has announced a plan to drastically speed up the processing time of 457 Work Visas, also known as the Skilled Migrant Visas.

This follows after Australian Immigration Minister Chris Evans told a Senate Estimates committee that 5795, or nearly half of all skilled migrant visas had not been processed within the required time of two to three months. He also stressed that if staff had to clear the backlog, they'd be working overtime.

Thus, more resources will now be provided to the Australian Immigration and Citizenship Department so that the current backlog of 457 Skilled Migrant Visas can be cleared by the end of June.

Also, specialised Australian immigration centres will be set up in Sydney, Melbourne and Perth to process 457 Work Visas from July, as the number of visas granted in 2007-8 increased on the back of the mining and construction boom.

Specialised teams will concentrate on regions, industries and projects to address particular shortages.

In addition to that, employers who regularly hire overseas labour and classified as "low-risk" (i.e. firms with a good track record) will be able to have their applications fast-tracked under an accreditation system. This means that big businesses will be able to speed up the 457 Australian Work Visa process so that they can import foreign workers.

This comes after many employers have complained of significant processing delays for 457 Work Visas, backed by a report that 37% of applications by "low risk" employers took longer than eight weeks.

Australian Immigration Minister Chris Evans said the Government had moved quickly to adopt 14 of 16 measures to improve the 457 regime recommended by an industry panel that's chaired by Xstrata Australia chairman Peter Coates, deputy chief executive of the Business Council of Australia Melinda Cilento and former chief executive of the WA Chamber of Minerals and Energy Tim Shanahan.

As of April 1, 39,940 temporary Skilled Work Visas had been granted in 2007-08. Health and IT workers were found to be among the most sought after professionals.

Totals for the year are expected to be 17% higher than the previous year.

Statistics by the Australian Immigration Department showed that 20% of 457 Work Visa sponsors brought in about 75% of employees to work in Australia.

The Labor party budget for 2008-09 includes an increase of almost 300,000 visas to Australia in a bid to address labour shortages in Australia.

Federal Treasurer Wayne Swan revealed a healthy increase of almost 300,000 more permanent and temporary visas to Australia as a part of the Labor Party Budget for the 2008-09. This is the biggest annual increase in visas in the history of Australia's migration program.

The new budget accommodates for an extra 31,000 skilled migrant visas, and over 150,000 other permanent migrant visas such as family visas & spouse visas. There are also 100,000 new temporary work visas available. This move is aimed to address the current skills shortage in Australia, while other initiatives such as training & education have been introduced to provide long term solutions to skills shortages.

Senator Chris Evans, immigration minister for Australia, commented on the budget changes; "My general view is that we are increasingly facing a labour shortage, not just a skills shortage,".

Senator Evans explained that the labour shortage was not restricted to skilled & professional fields, but was being experienced in almost every industry. "The demand is often for truck drivers, store managers, below tradesman-level jobs in the mining industry," said the Senator.

These changes are part of the government's plan to meet the increasing labour demands of Australian businesses. Senator Evans commented "At the moment there is a real constraint on our capacity to grow because we just don't have enough workers,".

The end result of these budget changes are that there are now more opportunities than ever before for skilled workers to migrate to Australia, permanently or temporarily to live & work.

Facing shortage of skilled workers Australia lifts restrictions on working holiday visas

Good news for Aspirants of Australian Visa- Facing severe shortage of skilled workers, it has lifted restrictions on working holiday and skilled workers visa. In last 20 days, it released about 6000 visas to skilled workers and is likely to release many more visas shortly.

Australia is continuously seeing fall in unemployment rate and as per recent statistics, this year unemployment rate has fallen to a 33-year low of 4.1%. This has prompted the Australian Government to lift the quota for skilled migrants this financial year by 6000 so that more skilled workers can be allowed into the country, as most companies are in desperate need for skilled employees.

Its Immigration Minister, Evans, announced a package of measures to ease labor shortage by attracting more skilled workers to Australia, either permanently or on working holidays. This move is aimed to provide skilled manpower to construction and tourism sector, both of which are facing severe labour shortage.

To encourage working holiday’s visa, backpackers visiting Australia on working holidays will now be allowed an extra year on their visas if they spend three months in construction jobs in regional Australia. Australia is also contemplating to expand the reciprocal working holiday program to more countries, as working holiday workers have almost trebled from 2690 to 7990 during the last financial year. A three-member business panel has been appointed to advice on changing the controversial section 457 visa program. Panel is expected to submit its report by March 14th this year.

New visa to attract superyachts to Australia

A new tailored visa for the crews of superyachts will provide a boost to the tourism industry, the Minister for Immigration and Citizenship, Senator Chris Evans, said today.

Senator Evans said the new superyacht visa fulfilled a Rudd Government election commitment to create a special visa class to support the growing superyacht industry and assist tourism in areas like Queensland's Great Barrier Reef region.

'The superyacht industry is a growing niche market that is an integral part of Queensland's economic and regional development,' Senator Evans said.

'The new multiple–entry visa will allow all crew members to work in Australia for up to 12 months on commercial or private superyachts.

'Until now, there has not been an appropriate visa to allow the crews to work on a commercially chartered superyacht in Australia and this has restricted the growth in this industry.'

Existing visas including the Maritime Crew Visa and Business Long Stay (457) visas do not appropriately cover superyacht crews staying in Australia.

Senator Evans said the new visa will come into effect in October 2008. In the interim, the department will make temporary arrangements from May 1 so that superyacht crews will be able to use the Business Short Stay (456) visa, which is normally only available for people arriving by air and staying for less than three months.

The Minister said the new visa will allow greater flexibility for superyacht operators to extend their stay in Australian waters.

'We want to make Australia the destination of choice for these 24–metre-plus superyachts and increase their overall economic benefit to the Australian economy,' Senator Evans said.

Currently, the superyacht tourism industry contributes $150 million each year to Australia's economy and is expected to grow to $500 million over the next five years.

The increasing numbers of vessels will also encourage training and job opportunities in related industries such as ship–building and repair, particularly in regional Queensland.

The member for Leichhardt, Jim Turnour, said the new visa would be a significant boost for north Queensland's tourism industry, particularly the Great Barrier Reef region that stretched from Port Douglas down to Gladstone.

'The superyacht visa is something I have campaigned for wholeheartedly and this is a fantastic outcome for Queensland tourism and the thousands of superyacht guests who come to Australia's shores each year,' Mr Turnour said.

We already have the natural beauty and the friendly people, now we're going to ensure eligible crew can come here without any visa confusion.'

New council on Immigration Integration formed in Peterborough, Canada

The city of Peterborough, Canada, recently formed a new council on immigration integration, realizing that without attracting new Canadians, the area will not be able to flourish.

The partnership includes more than 25 representatives from Peterborough city, economic development agencies, law enforcement, education, and the industry.

Mike Ma, co-ordinator of the Community and Race Relations Committee, said: "Economic prosperity is tied to population growth and we can't have population growth without immigration".

"So we need a strategy to increase immigration, and we need a resettlement strategy for comprehensive integration and retention," he added.

One the goals of the partnership is to prepare an application for federal and provincial funding under the Citizenship and Immigration Canada program, "Local Immigration Partnership" (LIP).

"Attracting new Canadians to Peterborough might be our number one problem we need to face in the next few years," admitted Councilor Dean Pappas, a member of the partnership council.

"We have the second oldest workforce in Canada and one of the lowest attraction of immigrants rate. We're not going to be growing unless we attract new Canadians to Peterborough."

Some of the other associations playing a major role in the partnership process are The Greater Peterborough Area Economic Development Corporation (GPAEDC), and the New Canadians Centre Peterborough. The goal is to ensure a strong labour force for the future.

Carmela Valles, executive director and organizer of the partnership council said they aim to educate and create awareness, go beyond "over the counter" services, and make immigrant integration a two-way process.

Valles recognises a need to develop a strategy to take ownership of the immigrant integration by focusing on three areas, namely settlement services, language training, and labour market integration.

The universities in the area have also expressed excitement about the partnership: "Welcoming and integrating immigrants is essential to the economic and cultural vitality of the community," said Michael Allcott, director of Trent University's international program.

Study abroad: Australia's new student visa regulations

The Department of Immigration and Citizenship of Australia has introduced new changes to support and service Indian students.

The most highlighted point is the inclusion of work rights on all initial student visa grants. This would be beneficial in terms of time and cost, as it removes the need for student visa holders to make a separate application for permission to work.

From April 26, 2008, onwards, the Department of Immigration and Citizenship has increased the Student Visa Application Charge to AUD 450 as this fee includes the fee for applying for a work permit. Prior to April 26, 2008, students had to pay AUD 430 as student visa application and on course commencement, apply for work rights by paying a charge of AUD 60.

These changes however have no effect on the work rights. Students are allowed to work 20 hours a week while the course is in session and full-time during scheduled course breaks.

Neither the student nor the family members are allowed to work before the commencement of course of the primary applicant. Family members (except those of research students) are only able to work 20 hours per week.

Moreover, all students who have received visa approvals through e-Visa will no more require visa evidencing / visa stamping on their passport. This means another saving of Rs 281 per passport for each individual case. A copy of their approval letter and entitlement letter will be enough for traveling to Australia.

Education Providers will be able to confirm the visa information by using the Visa Entitlement Verification Online (VEVO) system.

Love of Country

MY SHORT ESSAY ABOUT THE PHILIPPINES

Filipinos always complain about the

corruption in

the Philippines. Do you really think the

corruption

is the problem of the Philippines? I do not

think so. I strongly believe that the

problem is

the lack of love for the Philippines.

Let me first talk about my country, Korea.

It might help you understand my point.

After the Korean War, South Korea was one

of the poorest countries in the world.

Koreans

had to start from scratch because entire

country was

destroyed after the Korean War, and we

had no

natural resources.

Koreans used to talk about the

Philippines, for

Filipinos were very rich in Asia. We

envy Filipinos.

Koreans really wanted to be well off like

Filipinos. Many Koreans died of famine.

My father & brother also died because of

famine.

Korean government was very corrupt and

is still very

corrupt beyond your imagination, but

Korea was

able to develop dramatically because

Koreans really

did their best for the common good with

their heart

burning with patriotism.

Koreans did not work just for themselves

but also

for their neighborhood and country.

Education inspired

young men with the spirit of patriotism.

40 years ago, President Park took over the

government to reform Korea. He tried to

borrow money

from other countries, but it was not

possible to get a

loan and attract a foreign investment

because the

economic situation of South Korea was so

bad. Korea had

only three factories. So, President Park

sent many mine

workers and nurses to Germany so that

they could send money to Korea to build

a factory.

They had to go through horrible experience.

In 1964, President Park visited Germany

to borrow

money. Hundred of Koreans in Germany

came to the

airport to welcome him and cried there

as they saw

the President Park. They asked to him,

"President,

when can we be well off?" That was the

only question

everyone asked to him. President Park

cried with

them and promised them that Korea would

be well

off if everyone works hard for Korea,

and the President

of Germany got the strong impression on them

and lent money to Korea. So, President

Park was

able to build many factories in Korea.

He always

asked Koreans to love their country from

their heart.

Many Korean scientists and engineers in

the USA

came back to Korea to help developing

country

because they wanted their country to be

well off.

Though they received very small salary,

they did their

best for Korea. They always hoped that

their children

would live in well off country.

My parents always brought me to the

places where

poor and physically handicapped people

live. They

wanted me to understand their life and

help them.

I also worked for Catholic Church when I

was in the army.

The only thing I learned from Catholic

Church was that we

have to love our neighborhood. And, I

have loved my

neighborhood. Have you cried for the

Philippines? I have cried for my country

several

times. I also cried for the Philippines

because of so many

poor people. I have been to the New Bilibid

prison. What made me sad in the prison

were the

prisoners who do not have any love for

their country.

They go to mass and work for Church.

They pray

everyday.

However, they do not love the Philippines. I

talked to two prisoners at the

maximum-security compound,

and both of them said that they would

leave the

Philippines right after they are

released from the

prison. They said that they would start

a new life in other

countries and never come back to the

Philippines.

Many Koreans have a great love for Korea

so that

we were able to share our wealth with

our neighborhood.

The owners of factory and company were

distributed their

profit to their employees fairly so that

employees could

buy what they needed and saved money for the

future and their children.

When I was in Korea, I had a very strong

faith and

wanted to be a priest. However, when I

came to the Philippines,

I completely lost my faith.

I was very confused when I saw many

unbelievable

situations in the Philippines. Street

kids always make me sad,

and I see them everyday. The Philippines

is the only Catholic

country in Asia, but there are too many

poor people here.

People go to church every Sunday to

pray, but nothing has

been changed.

My parents came to the Philippines last

week and

saw this situation. They told me that

Korea was much poorer

than the present Philippines when they

were young. They are so sorry that there

are so

many beggars and street kids. When we

went to Pasangjan,

I forced my parents to take a boat because

it would fun. However, they were not

happy after

taking a boat. They said that they would

not take the boat

again because they were sympathized the

boatmen, for the boatmen were very poor

and had a

small frame. Most of people just took a

boat and enjoyed it.

But, my parents did not enjoy it because

of love

for them.

My mother who has been working for

Catholic Church

since I was very young told me that if

we just go to

mass without changing ourselves, we are not

Catholic indeed. Faith should come with

action.

She added that I have to love Filipinos

and do good things

for them because all of us are same and

have received a great

love from God. I want Filipinos to love

their

neighborhood and country as much as they

love God

so that the Philippines will be well off.

I am sure that love is the keyword,

which Filipinos

should remember. We cannot change the

sinful structure at once.

It should start from person. Love must

start in everybody,

in a s mall scale and have to grow. A lot of

things happen if we open up to love.

Let's put away

our prejudices and look at our worries

with our new eyes.

I discover that every person is worthy to be

loved. Trust in love, because it makes

changes possible.

Love changes you and me. It changes

people, contexts and

relationships. It changes the world.

Please love your

neighborhood and country.

Jesus Christ said that whatever we do to

others we

do to Him. In the Philippines, there is

God for people who

are abused and abandoned. There is God

who is crying for love.

If you have a child, teach them how to

love the Philippines.

Teach them why they have to love their

neighborhood and country.

Immigration should help UK city Birmingham grow

UK Immigration could give the city of Birmingham a much-needed population boost of 100,000.

UK Immigration Minister and MP for Birmingham Hodge Hill, Liam Byrne, said that city council officials told him they were planning for the dramatic rise, which would increase the population by 10% over a period of 20 years.

He believes that these proposals, documented in the Birmingham Prospectus, showed that there was a need for more immigration, as it was impossible to achieve this level of growth in any other way.

"There are some communities and some local economies which are ambitious for growth over the next decade," he said. "Birmingham is another. Birmingham wants to grow its population by 100,000 and we don't think all that growth is going to come from growth in the resident population."

Mr Byrne further explained that UK immigration led to higher wages for the existing population, because they helped make the economy successful.

"Police service funding has increased by something like 60% since 1997. Not all of that money has come from resident British workers. Some of it has come from migrants. The fact we have a successful economy, with employment up, wages up, it is on the back of that economic success to which migration has been a contributory factor."

Currently, Birmingham has a population of 1.001 million, according to figures from the Office of National Statistics.

In addition to that, MPs also told Byrne that employers in Worcestershire wanted more UK immigrants.

A spokeswoman for the authority said: "The aim is to ensure Birmingham continues to be a thriving and prosperous city."

"Controlled migration has been good for productivity. It has been good for wages and wage increases over ten years. It has been good for tax and council taxes," Byrnes said in his support for UK immigration.

However, Byrnes did warn that the Government would toughen up the rules to ensure migrants learned to speak English if they wanted to stay: "Promoting English is becoming one of the most important values driving immigration and citizenship reform."

"Economic migrants will need to speak English if they want to stay for any length of time. We are investigating whether people on spouse visas will need to speak a bit of English before they come in."

Hazel Blears, Communities and Local UK Government Secretary, said that she feels quite strongly that employers should be taking a significantly bigger role in helping to fund some of the essential English language classes, as the taxpayer paid £300 million a year towards English classes.

National Interest Waivers

Who is Eligible?

Within the Second Employment Based Preference Category (EB-2) is a sub category called the "National Interest Waiver." The difference between the main category and its sub-category is the JOB OFFER and LABOR CERTIFICATION requirement present in the main EB-2. These requirements may be WAIVED in the NATIONAL INTEREST if the petitioner can show that his skills will substantially benefit the U.S.

How to Apply

The petitioning process is largely the same as the EB-2 except for two key differences.

Labor certification may be waived; and
No particular job offer will be required, although the petitioner must show a field in which he/she intends to work;
To apply for the exemption, the petitioner must submit the I-140, along with a Form ETA 750B, Statement of Qualifications of Alien, in duplicate; and
Evidence to support the claim that such exemption would be in the national interest. Such evidence includes:
1. letters from experts familiar with Petitioners work
2. educational credentials
3. published works
4. awards or other recognition for achievements in the field
5. memberships in exclusive professional associations.

Documentation Requirements

NATIONAL INTEREST - There is no set definition of the term National Interest. The INS instead applies the term to each case on an individual case-by-case basis. The main case, Matter of [name not provided], EAC 92-091-50126 (AAU July 21, 1992), known as the "Mississippi Phosphate" case, that has provided guidance on the issue was decided in 1992. In that case the court set out the following factors as relevant to granting a National Interest Waiver:
1. improving the United States economy;
2. improving wages and working conditions of U.S. workers;
3. improving education and training programs for U.S. children and other qualified workers;
4. improving health care;
5. providing more affordable housing for young and/or older, poorer U.S. residents;
6. improving the U.S. environment and making more productive use of natural resources; or
7. involving a request from an interested government agency.
PRIOR EXPERIENCE AND TRAINING IN THE FIELD - The alien must have two years of full-time experience in the field;
NATIONAL NEED FOR SERVICE - The request for waiver may not be based purely on a local labor shortage;
"PLAY A SIGNIFICANT ROLE" - The Petitioner will work on an undertaking which will "substantially benefit prospectively the United States;" and the Petitioner will "play a significant role" in the undertaking.
BETTER THAN U.S. WORKER - The Petitioner must show that he/she will "serve the national interest to a substantially greater degree based on the INS appraisal of his or her record of achievement than would an available U.S. worker having the same minimum qualifications."

C. ACCEPTABLE EVIDENCE:

INTRISIC VALUE OF SERVICES - Petitioner must show that the Petitioner seeks employment in an area of substantial intrinsic merit to the U.S. The Petitioner must show that his/her work will improve an area such as the economy, education, heath care, housing, or the environment of the United States.
NATIONAL IN SCOPE - It must be shown that the proposed benefit will be national in scope.
NATIONAL INTEREST - The petitioner must persuasively demonstrate that the national interest would be adversely affected if a labor certification were required for the alien.
PAST ACCOMPLISHMENTS - The Petitioner must document a record of past accomplishments from which it can be concluded that he or she will serve the national interest to a greater extent than other persons with the same level of education, training and/or experience.

Processing Times

Depending on whether the employer follows the standard labor certification procedure or pursues reduction in recruitment expedited procedures, the labor certification alone can take more than one year. Following the labor certification, the prospective immigrant must still file the I-140 and I-485 in the proper order which can also take several months.

You should carefully examine whether you are qualified for any of the following categories for permanent residence through employment: Persons of Extraordinary Ability, Outstanding Professors and Researchers, Multinational Managers and Executives, Religious Workers, Blanket Labor Certifications or Reductions in Recruitment through the Labor Department.

China Visa Update

There are no changes to the Z (work) visa procedure. These visas are converted into work and residency permits inside China upon entrance into the country.

Currently people need to apply in their home countries for Chinese visas and cannot apply in Hong Kong (other third countries are currently okay at the moment including Macao). Only those with either HK work permits or HK ID can apply for visas in Hong Kong.

Visa processing takes longer so you need to be prepared and apply in advance.

For L (tourist) visas, you are required to have a copy of a hotel reservation a photocopy of a round-trip plan ticket.

For F (business) visas, you are required to apply at the consulate/embassy in your country of residence. The consulates/embassies are only issuing 30-day single or double-entry visas. The following are the required documents: original letter from the Chinese government ministry; Chinese hotel reservation; photocopy of return plane tickets.

F visas can be extended inside China only. If extended in Beijing they can only be extended to July 1st 2008. If extended in Shanghai, they can be extended for the standard 30 to 60 days and count as single entry (and supposedly beyond July 1st). Extensions take five working days and must be applied for in person.

For the letter from the Chinese government ministry (usually the local foreign affairs office), this must be applied for by a locally registered company such as a WOFE or domestic Chinese company in the city where the person applying for the F visa intends to visit. IE if the person intends to visit Shanghai, the letter must be applied for by a company in Shanghai.

Representative offices must apply through an agent such as FESCO to get the letter from the relevant ministry

Those people who are in China for longer than 90 days continually or more than 180 days in a calendar year should apply to be on a Z visa, which would be changed to a residency permit inside China.

F and L visas for senior managers can be changed to work and residence permits from inside China. Also all companies with capital over US$3 million can change F and L visas to work and residency permits for all employees. Representative offices also can’t apply directly for Z visas. They must apply for L or F visas and convert them to work and residency permits inside China.

These regulations will most like last after the Olympics. The government is really cracking down on F visa holders who are actually residents inside China as they are really residents here, and should therefore be on residency and work permits and be paying taxes.

More Migrants Find Work in Canada

Immigrant employment increased sharply last year in Canada, easily outpacing that of Canadian-born workers, Statistics Canada reported Tuesday.

Statistics Canada’s report indicated that employment among immigrants increased 2.1 per cent in 2007 and that employment among core working-age immigrants - aged 25 to 54 - rose by 52,000 over 2006.

The agency reports employment for immigrants aged 25 to 54 reached nearly 2.5 million, with full-time employment increasing three per cent.

Interestingly, more than half the of growth in employment among core working-age immigrants last year occurred in Quebec, where it was up 28,000 over 2006, followed by Alberta with an increase of 18,000.

Employment for immigrant women aged 25 to 54 increased by 47,000, accounting for the vast majority of the estimated 52,000 gain for core working-age immigrants.

As was the case for Canadian-born workers, most employment growth for immigrants was in service sector jobs. However, the growth in employment of immigrants and their Canadian-born counterparts occurred in different industries, with notable gains for immigrants of 19,000 in transportation, and 15,000 in accommodation and food services.

The largest gains in immigrant employment were among the university-educated, rising by a full seven per cent or 62,000, with all finding full-time work in Canada.

Employment growth was strong for immigrants born in Asia and the Middle East, who also posted virtually all the population growth among core working-age immigrants. The labour market also improved slightly for African-born immigrants.

Good news to skilled migrants dreaming of better job opportunities in the Land Down Under. The Australian Government has updated its list of most in-demand occupation to include nine new professions.

The Migration Occupations in Demand List (MODL) is a list of most in-demand professions crucial and invaluable to Australian economy, as identified by the Department of Employment and Workplace Relations (DEWR) based on key businesses and industries that need them most. The country for the past three years or so has been experiencing a heavy skills shortage, which only skilled immigrants can answer.

Nine new professions have been added to the Migration Occupations in Demand List (MODL), which are expected to make Australian immigration more vibrant than it already is. Amanda Vanstone, minister for Immigration and Multicultural Affairs (DIMA) and minister for Employment and Workplace Relations Kevin Andrews, have teamed up in preparing the list to ensure the efficient and rejuvenated flow of skilled migrants into the country.

The Australian visa is based on a point system, which means the more points an applicant incurs, the more chances of his or her being granted an Australian visa. Professionals whose occupation falls under the MODL automatically gain an additional 15 or 20 points. As such, their Australian visa application will be fast-tracked and made easier.

Further information on the operation of the MODL is available from the Department of Immigration and Multicultural Affairs. Each MODL is effective from the date of publication in the Commonwealth of Australia Gazette, unless otherwise specified in the Gazette Notice.

"The MODL now includes 35 managerial and professional occupations, one associate professional occupation, nine computing specialisations and 41 trade occupations," Mr Andrews said.

"From today, General Skilled Migration [GSM] visa applicants who have recognised qualifications in one of the nine new occupations and specialisations will be awarded additional points.

How do I qualify to travel to the UK as a visitor?

You must be able to show that you:

Can I transact business during my visit?

As a visitor you may:

· go to meetings and trade fairs, buy goods, negotiate and complete contracts with UK businesses
· go to conferences and seminars as a delegate
· undertake fact finding missions, check details or examine goods
· receive training provided it is classroom instruction or limited to observation only

In limited circumstances you may also enter the UK as a visitor if you are:

· delivering goods from abroad
· a representative of a foreign company coming to service, repair or install their products
· an adviser, consultant, trainer or trouble shooter who is employed abroad either directly or under contract by the same company or group of companies
· a guest speaker at a conference or seminar, an expert speaker or to run a conference or seminar for no more than five days

All visitors, whether they are in the UK for business or social reasons, can only stay for a maximum of six months. Frequent visitors and business visitors can apply for a visa that is valid for one, two or five years. All visit visas are valid for multiple entries within their period of validity.

Can I study in the UK?

You can study in the UK as a visitor but you will only be allowed to stay in the UK for a maximum of six months. If the purpose of your visit is to study, either full-time or for more than six months then you should apply for a student visa.

Can I receive medical treatment in the UK?

You can apply for a visit visa to travel to the UK to receive private medical treatment.

You must be able to show that: · satisfactory arrangements for the necessary consultation or treatment have been made · sufficient funds are available to meet the cost of the treatment · you have enough money to support and accommodate yourself adequately without working or help from public funds · you intend to leave the UK when you have completed your treatment

Can I stay more than six months for medical treatment?

Visitors are not allowed to enter or remain in the UK to receive treatment on the National Health Service.
Does the UK have any reciprocal health care arrangements with my country?
The UK has reciprocal arrangements with a number of foreign governments whereby their nationals can be referred to the UK for the purpose of receiving free hospital treatment under the National Health Service. Information about these arrangements is available on the Department of Health website (www.dh.gov.uk).

Do I need a visa if I am transiting the UK on the way to another country?

If you are a visa national you will require a visa to enter the UK in transit (see Do I need a visa to visit the UK?).

If you are entering the UK in transit to another country and will remain in the UK for no longer than 48 hours, you will need to obtain a "visitor in transit " visa. If you wish to stay in the UK for more than 48 hours you will need to apply for a visit visa.

You may be able to transit the UK, at the discretion of the Immigration Officer, without holding a "visitor in transit visa". This is known as the Transit without Visa concession (TWOV).

Do I qualify for the TWOV concession?

To qualify you must:

· arrive on a cruise ship and depart on the same ship within 24 hours
· arrive and depart by air within 24 hours with no intention of remaining in the UK. (You may travel by rail or road between two airports)
· hold a confirmed booking on a flight or ship departing within 24 hours of your arrival in the UK
· have the documents you will need to be allowed to enter the country you are travelling to
· have the documents you will need for any other country that you may pass through on your journey

Are there any nationalities excluded from the TWOV concession?

This concession does not apply to certain visa nationals, who must hold a visa to pass through the UK on the way to another country, even if they are not entering the UK or changing airports. This is known as a "direct airside transit" visa (DATV). If you are a national of certain countries you will need to have a valid UK direct airside transit visa.

Passengers holding a direct airside transit visa will not be able to pass through immigration control. You will not normally be allowed to remain overnight to await an onward connection.

Can I use my visitor in transit visa more than once?

Your visitor in transit visa will usually be valid for six months and may be used to transit the UK throughout its validity, provided that both your passport and visa for the country that you are travelling to remain valid beyond the expiry of the transit visa. The visa will only be valid for entry to the UK if these conditions are met on each journey through the UK.

USCIS REACHES H-2B CAP FOR FIRST HALF OF FY2008

WASHINGTON— U.S. Citizenship and Immigration Services (USCIS) announced today that it
has received a sufficient number of petitions to reach the congressionally mandated H-2B cap for
the first half of Fiscal Year 2008 (FY2008). USCIS is hereby notifying the public that September

27, 2007 is the “final receipt date” for new H-2B worker petitions requesting employment start
dates prior to April 1, 2008. The “final receipt date” is the date on which USCIS determines that
it has received enough cap-subject petitions to reach the limit of 33,000 H-2B workers for the
first six months of FY2008.

Under current law, a “returning worker” who was counted toward the H-2B numerical limit
during FY2004, FY2005 or FY2006, was exempt from being counted against the FY2007 H-2B
cap. As of today, Congress has not reauthorized or extended the “returning worker” provisions
for FY2008. Absent such reauthorization or extension, USCIS must count all petitions requesting

H-2B workers for new employment with an employment start date of October 1, 2007 or later
toward the FY2008 H-2B cap.

USCIS will apply a computer-generated random selection process to all petitions which are
subject to the cap and were received on September 27, 2007. USCIS will use this process to
select the number of petitions needed to meet the cap. USCIS will reject, and return the fee, for
all cap-subject petitions not randomly selected. USCIS will also reject petitions for new H-2B
workers seeking employment start dates prior to April 1, 2008 that are received after September
27, 2007.

Petitions for workers who are currently in H-2B status do not count towards the congressionally
mandated bi-annual H-2B cap. USCIS will continue to process petitions filed to:
• Extend the stay of a current H-2B worker in the United States;
• Change the terms of employment for current H-2B workers and extend their stay; or
• Allow current H-2B workers to change or add employers and extend their stay.

The British High Commission in Freetown will now accept on-line visa applications for all categories of UK visas. The on-line application process ensures that a visa applicant provides all the information the High Commission requires to consider their application. You will be able to complete the application form on-line by following the step-by-step instructions, submitting the application directly to us electronically. This process will help the High Commission to be sure that applicants have filled in all the necessary parts of their application form, and to ensure that we have their correct data on our system. K-1 Fiancee Visa Definition

The Immigration and Nationality Act provides a nonimmigrant visa classification "K-1" for aliens coming to the United States to marry American citizens and reside here.

K-1 Fiancee Visa APPROXIMATE PROCESSING TIME

30-120 days

K-1 Fiancee Visa PETITION

To establish K-1 visa classification for an alien fiancée, an American citizen must file a petition, Form I-129F, Petition for Relative or Fiancée, with the United State Citizenship and Immigration Service (USCIS) having jurisdiction over the place of the petitioner's residence in the United States.

Such petitions may not be adjudicated abroad.

The approved petition will be forwarded by USCIS to the American consular office where the alien fiancée will apply for his or her visa.

A petition is valid for a period of four months from the date of USCIS action, and may be revalidated by the consular officer.

K-1 Fiancee Visa VISA INELIGIBILITY/WAIVER

Applicants who have a communicable disease, or have a dangerous physical or mental disorder; are drug addicts; have committed serious criminal acts, including crimes involving moral turpitude, drug trafficking, and prostitution; are likely to become a public charge; have used fraud or other illegal means to enter the United States; or are ineligible for citizenship, must be refused a visa.

The two-year foreign residency requirement for former exchange visitors is also applicable. If found to be ineligible, the consular officer will advise the applicant if the law provides for a waiver.

K-1 Fiancee Visa APPLYING FOR A Fiancee VISA

Upon receipt of an approved petition, the American consular officer will notify the beneficiary and give him or her the necessary forms and instructions to apply for a "K" visa.

Since a fiancée visa applicant is an intending immigrant, he or she must meet most of the same documentary requirements of an immigrant visa applicant.

In addition to the prescribed application forms, the following documents are normally required:

Valid passport

Birth certificate

Divorce or death certificate of any previous spouse

Police certificate from all places lived since age 16

Medical examination

Evidence of support

Evidence of valid relationship with the petitioner

Photographs

K-1 Fiancee Visa OTHER DOCUMENTATION

Both petitioner and beneficiary must be legally able and willing to conclude a valid marriage in the United States.

The petitioner and beneficiary must have previously met in person within the past two years unless the Attorney General waives that requirement.

As soon as the processing of a case is completed and the applicant has all necessary documents, a consular officer will interview the fiancée.

If found eligible, a visa will be issued, valid for one entry during a period of six months.

A non-refundable application fee is collected at posts which issue machine-readable visas.

K-1 Fiancee Visa U.S. PORT OF ENTRY

The marriage must take place within 90 days of admission into the United States.

Following the marriage, the alien spouse must apply to the USCIS to establish a record of entry for conditional permanent residence status.

After two years, the alien may apply to the USCIS for removal of the conditional status.

K-1 Fiancee Visa ADDITIONAL INFORMATION

Family Members

The unmarried, minor (under 21) children of a K-1 beneficiary derive "K-2" nonimmigrant visa status from the parent so long as the children are named in the petition.

A separate petition is not required if the children accompany or follow the alien fiancée within one year from the date of issuance of the K-1visa.

Thereafter, a separate immigrant visa (I-130) petition is required.

Packet 4 - Information that the Embassy sends to your Fiancee setting an appointment date and explaining how to obtain the required medical examination

First Step -- Filing the Petition

To begin the K-1 process, you file a petition at the Immigration and Naturalization Service (USCIS) office having jurisdiction over your current or intended residence in the U.S.

There is a filing fee of $165 for the petition.

The children of your Fiancee must be listed in the petition even if they will not be traveling at this time.

USCIS sets the requirements for petition approval.

Petitions for K-1 visas cannot be filed or approved outside the United States.

You must present the following supporting documentation
with your petition:

Evidence that you are an American citizen, such as your Birth Certificate or Naturalization Certificate.

Proof of termination of any prior marriages of the petitioner and beneficiary, such as a divorce decree or death certificate.

Evidence that you have met your Fiancee and evidence of your relationship, such as airline tickets, visa stamps, hotel receipts, and dated photos.

Any documents in a foreign language should be accompanied by an English translation.

This documentation confirms your identity and that of your future spouse and proves that both of you are legally free to marry.

You must prove have met your Fiancee face to face during the two years prior to the filing of the petition.

USCIS will notify you when they have approved the petition and will send it the State Department, who perform a background check, and then forward it to the U.S. Embassy for final processing.

It often takes four to 12 weeks for a petition to reach the Embassy from the USCIS (then the State Department), sometimes longer.

Third Step -- Processing the Provisional Case

For all cases the American Consulate must send a name check cable that requires a reply from the FBI.

When the embassy receives the file from the State Department, they send a Packet 3 to the beneficiary.

The Packet 3 tells the applicant what documents he or she must collect prior to the visa interview.

Packet 3 asks your Fiancee to assemble the following documents:

Valid passports for the beneficiary and any dependent children.

Birth certificates for the beneficiary and any dependent children.

Proof of termination of any prior marriages.

A police certificate from the current place of residence of the beneficiary, as well as from any place or places of residence for 6 months or more since attaining the age of 16.

Police certificate(s) for any dependent children over 16

Original documents bearing the signatures and seals of the issuing authorities are required.

Any documents in a foreign language should be accompanied by an English translation.

When your Fiancee has collected all the documents specified in Packet three, he or she should notify the Embassy by returning the form in Packet 3 (Optional Form 169) certifying that all required documents have been obtained.

Fourth Step -- Scheduling an interview

The Embassy will send out Packet 4 explaining the process of obtaining medical exams and scheduling an appointment for a visa interview when we have received
the following items:

The actual approved petition from USCIS

Clearances from the required name checks

A signed OF-169 from the beneficiary

The Embassy will usually accept a faxed copy of OF-169.

The Embassy will consider requests for interview scheduling on the basis of official telegraphic notification from USCIS of petition approval on a case- by-case basis.

In cases where the request is granted, the Embassy may request additional information from you regarding your marital history and the history of your relationship with your Fiancee.

Packet 4 contains an appointment date and instructions on where to go to complete the medical examination.

The medical exams must be performed by one of the physicians identified in Packet 4.

Applicants should bring their vaccination records to the medical exam and may be asked to have additional vaccinations at that time.

In addition to mailing Packet 4, we will, upon request, notify by fax attorneys of record or interested petitioners not represented by an attorney that Packet 4 has been sent and an appointment date has been set.

This request should be included in the original fax sent to the Embassy asking us to open a provisional case.

Fifth Step -- The Visa Interview

On the date of the appointment your Fiancee should come to the Immigrant Visa section of the Embassy.

Minor children under 14 do not need to attend the interview.

Your Fiancee will need to fill out a Nonimmigrant Visa Application (OF-156) in duplicate, as well as a supplement to form DS-156 required in K visa cases.

Each dependent child will also need Nonimmigrant Visa Applications in duplicate. Original documents, not copies, should be brought to the interview.

Originals of primary documents, such as birth, marriage, and death records, will be returned to the applicant after the interview.

Your Fiancee will be asked to present:

Valid passports for the beneficiary and any dependent children

Birth certificates for the beneficiary and any dependent children

Proof of termination of any prior marriages of both petitioner and beneficiary

Police certificate(s) for the beneficiary and any dependent children over 16 years of age

Vaccination results for the beneficiary and any dependent children

Medical exam results for the beneficiary and any dependent children

Proof of adequate financial support once in the United States to ensure that your Fiancee and dependent children will not become public charges.

Supporting documentation verifying the relationship between the petitioner and beneficiary

Documentation regarding financial support can be in any form so long as it contains enough detail and information for the consular officer to conclude that the beneficiary will not become a public charge.

After a consular officer has reviewed the case, your Fiancee will be interviewed.

The consular officer will ask your Fiancee questions about your relationship, such as how you met and when you decided to marry.

The consular officer is required by law to verify that your relationship with your Fiancee is real and that you do intend to marry within 90 days of your Fiancee’s arrival in the United States.

Your Fiancee will be required to sign a statement regarding his or her legal capacity to marry and intention to marry.

Provided everything is in order at the time of the interview, your Fiancee will receive a visa the same day.

Your Fiancee and each dependent child will pay a non- refundable machine-readable-visa fee on the day of the interview.

Supporting documentation, including the K petition, birth certificate, Nonimmigrant Visa Application, and medical exam will be placed in a sealed envelope and given to the applicant for presentation to USCIS at the port of entry.

British Embassy in UAE announces "important changes to UK visa process (UPDATE)

Abu dhabi, sep. 23rd, 2007 (wam)---All applicants in the uae will now need to submit their applications in person at the visa application centres in Dubai and Abu Dhabi rather than applying at the British Embassy, said the British Embassy in United Arab Emirates on its official website adding that the changes take effect from 26 september 2007.

The Embassy said these changes are part of the global roll-out of Visa Application Centres and biometrics by the UK Government. So far these changes have been implemented in over 100 countries. 'All UK visa applications will be made at the UK Government's new visa application centres in Abu Dhabi and Dubai, and not at the British Embassies.' Applicants will also need to provide their biometric data when they apply", it stated. "This data will be collected by our partner, Visa Facilitation Services (VFS), but will be treated in full confidence, processed and disclosed in accordance with UK data protection legislation." "During the transition between 21 and 25 september we will not be able to process routine applications', explained the british embassy.
